Abstract
This study explores digital transformation as a strategic tool to reshape administrative decision-making in Iraq, focusing on the technical and organizational infrastructure of public administration and the legal framework governing digital decisions. It highlights the role of artificial intelligence and data analytics in decision stages while addressing the legal safeguards necessary to uphold legitimacy and protect rights in the digital environment. The research also examines cybersecurity challenges and administrative liability, proposing legal and procedural reforms to improve efficiency and maintain justice and transparency in digital governance, with insights from comparative Arab experiences. To explore all dimensions of digital transformation and its impact on administrative decision-making, this research is divided into two main sections. The first section examines the conceptual and organizational framework of digital transformation, defining its concept and distinguishing it from traditional automation. It also outlines its technical and administrative dimensions, followed by a study of the legal framework and administrative organization of digital transformation in Iraq.
The second section addresses the practical impact of digital transformation on the stages of administrative decision-making. It demonstrates how technology has altered decision-making processes, highlighting the necessary legal safeguards. Finally, it discusses the technical and security challenges and the legal responsibilities arising from digital management, as detailed below.
