These practices include counter-cyber retaliation, international legal procedures allowing for the imposition of punitive sanctions and diplomatic measures, directly using and employing military capabilities, or threatening to use such capabilities to prevent cyber attacks against the state's national targets such as infrastructure, flag networks, and national security files.
