Abstract
The importance of studying complete dictatorship and its impact on the enforcement of financial laws is highlighted by shedding light on the basic foundations on which the content of complete dictatorial authority is based. The study assumes that complete dictatorial authority and its reflection on the enforcement of financial laws have a negative impact on the enforcement of financial laws. Complete dictatorial authority always tends to use state resources and harness them for the benefit of the ruling regime. It also interferes in the private lives of individuals and deprives them of their rights under the pretext of giving priority to the public interest over the private. However, this procedure has a negative impact, as it generates a feeling among taxpayers that this authority harnesses the country's resources for its benefit, and thus the taxes they pay go into the pockets of corrupt officials in power, which leads to their non-compliance with financial laws. Complete dictatorial authority and its reflection on the enforcement of financial laws are fundamentally linked to the standards of governance. If the dictatorial authority uses means of oppression and violence in order to perpetuate rule and force the ruled to implement the laws using means of coercion, then this authority generates Popular discontent among taxpayers from the general public and their non-compliance with financial laws, as a result of its dictatorial actions.
