Abstract
Countries seek to develop the capabilities of the human element and expand its scientific and professional potential through education and development, as it is considered the main tool in the wheel of development and progress of the administration side. This is done by several means, the most important of which is that these countries send students abroad as study missions in various scientific and humanitarian specializations, so that these contribute to supplying their institutions. With all its powers and the formation of an effective legal and administrative system through developing human creativity and raising its productivity, and for this purpose, financial sums are allocated by the government as expenses for educational scholarships after a scholarship contract is organized between the student and his destination that includes obligations and rights for both parties that must be adhered to and implemented in good faith because in the event Violating it or delaying its implementation will hinder the achievement of the desired purpose.
