Leadership positions play a leading role in achieving the goals that the administration seeks to achieve because the scope of the terms of reference of those positions does not stop at the limits of implementation as is the case with normal jobs، but goes beyond that to planning، decision-making and leading the group to reach what the administration wants to achieve، and therefore most legislation has been accompanied to inform these positions of special provisions in terms of the conditions of nomination and the mechanism of selecting candidates and how to evaluate them under the umbrella of a unified law or system، Some legal systems have also sought to give independent civil service agencies a role in the process of appointing the incumbents to leadership positions in order to ensure the appointment of the best candidates and ensure the integrity of the selection، but the Iraqi legal arena lacks unified legislation to control the process of occupying leadership positions، as its provisions have been fragmented among several legislations، which has led us to consider the appointment of the incumbents of leadership positions in Iraq to determine the role of the Federal Public Service Council in this matter.
