The idea of the research is based on reconsidering the findings of a side of jurisprudence and the Federal Supreme Court in how to calculate the simple and absolute majority and two-thirds required for the Parliament to vote on some decisions The most important of which is the majority of the election of the President of the Republic in the first round, The court concluded that its calculation is by calculating the two-thirds majority of the total number of members of the Parliament, and this calculation is inaccurate and caused a major problem after the parliamentary elections of 2021 and the delay in the formation of authorities, the occurrence of a state of constitutional vacuum, and the emergence of a constitutional crisis real. Therefore, we tried to recalculate in a way that is based on the provisions of the constitution and adopts methods of scientific interpretation of the constitutional text.
