This study evaluates the current state of digital government in Iraq amid ongoing political and security challenges. It identifies key obstacles such as weak infrastructure, limited legal frameworks, insufficient funding, and human capacity gaps. The study proposes development strategies focused on transparency, institutional oversight, administrative capacity building, and sustainable financing It concludes with a call for a comprehensive national vision based on political will, legislative support, and international cooperation, aiming to achieve a smart digital government by 2030. Two future scenarios are outlined: a realistic gradual improvement and an advanced leap across all sectors
The research problem necessitates the use of a descriptive approach to analyze the study's concept and the problem it represents, as this is one of the most suitable analytical methods in the field of digital government. Additionally, a systems approach is used to analyze the research data.
