The study discusses the legal conceptual framework of e-dom, establishing the concept legally and demonstrating its adaptability within the traditional system of attribution controls. It also addresses the validity of e-dom as a reliance or complement to the development of an application, highlighting the most important challenges facing the adoption of this concept at both the experimental and legal levels. Although most of the legal frameworks remain unanimous or reluctant to recognize the concept of e-dom, with the exception of the law, there is a need to reformulate the concepts of private international law, including keeping pace with the requirements of digital reality. This includes legal recognition of e-dom as an independent tool for achieving certainty and distinguishing electronic transactions from electronic ones. The study concludes with a set of findings, the most important of which is updating national conflict of laws regulations to include adapting the concept of e-dom, and the need for Iraqi legislators to explicitly coordinate this construction within a comprehensive code of private international legislation, including rights in relations in digital games across borders.
