This study sought to know how to apply technology, information and communication factors to support contemporary democracy, and to know the most important different effects that information and communication technology has had on the political systems existing in the world, through studying a model of local states in Australia. The study concluded that the strategy of implementing e-government through modern technology and information and communication systems, thanks to their characteristics and features, has affected the renewal, improvement and facilitation of the practice of democracy. However, the way in which it was applied and the mechanism by which information and communication technology was used in local states in Australia has differed somewhat and has been affected by social, political and economic factors, in addition to being affected by events taking place in the global system. The study entitled "The Strategy for Implementing E-Government in Local States of Australia: A Model" was organized into two sections, in addition to the introduction and conclusion. The first section was entitled "The Conceptual Framework of E-Government." The second section was a study of the method of developing and implementing e-government in local states in Australia.
