Throughout history, human life has witnessed profound developments that have influenced all its aspects and raised numerous questions and challenges. Among the most significant of these is the issue of the shared cultural heritage of humanity. This heritage, in both its tangible and intangible forms, constitutes one of the fundamental pillars of the common human identity and represents a vital source of cultural and historical diversity among nations. However, this heritage has been exposed to serious threats over time as a result of armed conflicts, natural disasters, and various acts of destruction, looting, and illicit trafficking. Consequently, this has necessitated the emergence of an active role for the international community in safeguarding and preserving this heritage and its diversity, through the adoption of various means and mechanisms. Among the most prominent actors in this field are international non-governmental organizations (INGOs), which have played a crucial role in the protection of cultural heritage. These organizations have made significant efforts to assist different countries in preserving and recovering their cultural assets. Nevertheless, their work continues to face numerous obstacles and challenges at both the international and national levels.
