The period of time and climatic conditions - whether natural or human - is a period of rapid spread of inappropriate and false news and generalities that from the period between the past to the aftermath of fear and panic among people, so it is good indeed for the Iraqi legislator when he criminalized it in the texts of the law by universal rule and except for the spread, God willing, and people innovate and the efforts of the public authorities work to confront it. What makes these matters even more clear is that they affect public peace and reduce the difficulty of eating. Therefore, the Iraqi Penal Code criminalizes these acts that incite terror and panic, especially during critical times when awareness and reassurance are most needed. Furthermore, the development of social media and the ease with which news is shared among people have made these acts more dangerous and widespread, necessitating researchers to conduct analytical studies to shed light on how to combat this phenomenon and examine its components, forms, and penalties
