Abstract
From the late 1990s until the outbreak of the Arab Spring revolutions, Qatar was able to become an important regional political player within the Arab regional system. Qatar's thriving security partnership with Washington formed the cornerstone upon which its program was built based on diplomacy of financing, mediation, and initiative to resolve conflicts and prevent the outbreak of other conflicts, which gave Qatar a greater degree of independence in its foreign policy. One of the most important features of Qatar's foreign policy is the principle of mediation on which this policy is based, as Doha established a prominent model in resolving regional and international conflicts, and thus Qatar seeks to acquire soft power that contributes to strengthening its legitimacy and position. Qatar's mediation initiatives and foreign policy and their motives were deliberately designed to put Qatar on the world map.
Will Qatari foreign policy continue to deal with Israel and Hamas - as the two parties to the conflict within the principle of pleasing everyone and dealing with all conflicting parties - or will its foreign policy change within upcoming scenarios regarding the results and repercussions of the war between Israel and Hamas after October 2023?
