Abstract
This research provides a comprehensive analysis of the phenomenon of hate crimes, which are among the most serious challenges facing modern societies due to their negative impact on civil peace and social stability. The study focuses on the legal and social aspects of these crimes, including the challenges that legal systems face in proving hate motives and applying penalties, as well as the social, cultural, and economic factors that complicate the situation.
The research aims to offer solutions and strategies to promote tolerance and mutual understanding among different community components, through a comparative study of international and local legislation and an analysis of the effectiveness of these laws in combating hate crimes. The research also explores the role of educational, religious, and media institutions in spreading values of tolerance, and provides practical recommendations that can help formulate future policies to enhance coexistence and limit the spread of these crimes. crimes.
