Abstract
It is no secret to everyone the extent of the technical development that the world is witnessing in the field of information and communications technology and the great impacts it has had on the course of our daily lives and at all levels and fields, as the current era is truly the era of information and communications due to the rapid and successive developments achieved in increasing the capabilities of transferring and storing information in the spread. The use of the World Wide Information Network (the Internet), which led to the transition of modern society from an industrial society to an information society.

Based on the above, we can say that there are two facilities, not one facility. The first: the traditional public facility, and the second: the electronic public facility. The traditional public facility provides its services to individuals either in the form of traditional services or by using modern technical means in government work through what is known as electronic management, meaning that it adopts a new method in government work that uses information and electronics in managing the affairs of public facilities and the affairs of its employees, but nevertheless it remains a traditional public facility and is measured The impact of development on this facility in proportion to the electronic services it provides. As for the electronic public facility, it does not provide traditional services at all. It is a purely electronic public facility,
