Abstract
Administrative corruption is an ancient global phenomenon with historical roots, which has spread in all countries, whether developing or developed, and this phenomenon is common in all democratic political systems, as administrative corruption leads to impede economic and social growth within society, and it leads to increased incidence of poverty Political instability as a result of human rights violations and aggravation of class inequality, administrative corruption has become the biggest enemy of development plans and programs and weaken public confidence in government institutions and in political reforms and economic development. The widening of the State's activities in all fields and the lack of control exercised by the executive authority on its various organs is one of the main reasons for the establishment of independent supervisory bodies to curb this phenomenon
