Therefore, there is more than one party that can issue laws, so a conflict between laws can occur، This conflict is temporal and spatial, and may be personal as well as hierarchical، The most important type of this conflict is the spatial conflict that occurs in the compound state Just any federation, which may be between a federal law and a regional law, or between regional laws، This cannot happen in Iraq at the present time because there is no such thing as the Kurdistan Region, unlike the United States of America which is the most prominent type of spatial conflict, but may occur between laws of the regions and the legislation of provincial councils، This internal conflict is the result of the international conflict that occurred around a tainted relationship with a foreign element And he gave jurisdiction to the Iraqi law, which is a multi-law And he gave jurisdiction to the Iraqi law, which is a multi-law Therefore, it is necessary to rely on the American experience in this field, as it is the most successful experience in this aspect
