Abstract
The World Health Organization is a specialized organization founded in 1946 with 194 member states that works worldwide to achieve the highest standard of health for all people without distinction as to race, religion, gender, political belief, economic or social status The mission of the organization is to promote public health, as access to health care is a human right, and comprehensive health care is a basic principle guiding the work of the organization. The international community to confront global health crises that pose a threat to the life of all mankind It issues recommendations that include the method of conducting examinations, the method of treatment and methods of preventing infectious diseases, and it issues recommendations that include how to build health institutions and how to train health workers. It is health, and the organization has faced a lot of objections and criticism from countries about how it dealt with the Corona virus. Including the United States of America, which announced its withdrawal, and we will shed light in this research on the nature of the powers enjoyed by the organization according to its constitution, as well as the distinction between recommendations and decisions issued by it
