Abstract
The Constitution of the Republic of Iraq 2005 considered the Federal Public Service Council to be an independent body competent to issue appointment decisions; However، that status does not make the Council an insurmountable body of control; it is subject to the control of Parliament as the representative body of the people and has the power to control ministries and bodies with executive activities; and its decisions are subject to the control of the administrative judiciary to protect the principle of legitimacy
