Regional administrative decentralization is one of the most important methods of administrative organization of the contemporary government, and this method (or method) is achieved through the participation of administrative units with the central authority in the work of local authorities. Provided that the central authority manages the administrative affairs of a national nature that concern all citizens of the country. This requires the legislator to take into account the balance (mixing) between local affairs related to the population (local administration unit) and national affairs (public) to achieve the optimal application of regional administrative decentralization
