Abstract
Radio and television programs are artistic and literary works، and in particular (audio and visual works). This was at the request of a natural or legal person، who chose the subject and prepared the supplies as well as supervising، directing and publishing it، and since these programs were transmitted through means of communication that crossed borders، they received international protection through the agreements concerned with that، establishing a number of rights for the authors of these works and their broadcasting organizations. However، due to the communications revolution and its advanced technology، these programs became vulnerable to piracy and violated the rights of their authors and broadcasting organizations، which reflected a weakness in the legal treatment that could hardly catch its breath to regulate a specific matter، until it was surprised by the rapid development of communication technologies
